If the intercom is not working in your flat but neighbours' handsets are fine, the fault is most likely your handset, its wiring or its programmed address. If all neighbours have lost audio or picture at once, the entrance panel, power supply or shared wiring is the likely cause, and the building manager should arrange a repair.
Modern IP and video intercoms combine several separate systems working together: a camera and microphone at the panel, a network connection carrying that signal, and a handset or app displaying it. Because of that, a single symptom, such as no picture, does not automatically mean the camera is broken, and no audio does not automatically mean a speaker has failed. Each symptom has its own set of likely causes worth working through separately.
Calls reaching the wrong flat is a different kind of fault again, usually tied to how the panel is programmed to route calls rather than anything wrong with the hardware itself. This is common after a change of resident, a renumbering of flats, or work carried out on the panel by someone unfamiliar with its call routing setup.
Working through the checks below by symptom, rather than assuming the whole system needs replacing, usually narrows things down to something specific and often inexpensive to put right.

Safe Checks You Can Do Yourself
Test from more than one handset or the app if available
If the property has an app-linked intercom, check whether the fault shows on the app as well as the physical handset. A fault on only one device points away from the panel and towards that specific unit.
Check the router and internet connection
IP intercoms rely on a working internet connection to send video and sometimes audio between the panel and the app. Confirm other devices in the property are online, and that the router has not lost power or needs restarting.
Look at the outdoor panel for physical damage
Check the camera lens and speaker grille on the outdoor panel for cracks, condensation inside the housing, or obvious weather damage, all of which can affect picture or audio quality without stopping the call from connecting.
Confirm which flat number is actually being pressed
For a wrong-flat fault, have someone press the exact button or number for your flat and confirm which handset actually rings, since this rules out a simple case of someone pressing the wrong button by mistake.
Restart the indoor handset or monitor if it has a power switch
Some indoor monitors have their own reset or standby switch. A simple restart clears many temporary faults, particularly ones affecting picture display rather than the call connection itself.
Note whether the fault is constant or intermittent
A fault that comes and goes, especially one linked to weather or time of day, points towards a different cause than one that is completely consistent every time, which is useful detail for whoever diagnoses it.
What Normally Causes It
A network or router fault affecting an IP intercom
Because IP-based intercoms send video and often audio over the property's internet connection, a lost connection, a change of router, or an ISP outage can cause picture and sound problems that have nothing to do with the panel or handset hardware.
A failed speaker or microphone at the outdoor panel
The small speaker and microphone built into an outdoor panel are exposed to weather and vandalism and can fail independently of the camera, giving picture with no sound while everything else on the panel keeps working.
Condensation or water ingress inside the panel housing
Outdoor panels are sealed against the weather, but seals degrade over time, and moisture getting inside can affect the camera or audio circuitry gradually, often showing up first as intermittent faults before becoming permanent.
Call routing configured incorrectly on the panel
Panels serving blocks of flats hold a directory mapping flat numbers to specific handsets or app accounts. If this was set up incorrectly, or not updated after residents changed, pressing one flat's button can ring the wrong household entirely.
A resident's own handset or app not properly linked
On app-based systems, a new phone, a reinstalled app, or a change of resident's account can mean calls are being sent to a device or account nobody is checking, which looks identical to a wrong-flat fault from the caller's side.
A degraded cable run between panel and handset on wired systems
Older wired intercoms carry audio and sometimes video over dedicated cabling. A damaged, corroded, or partially cut cable along that run can cause exactly the intermittent picture or audio loss described above, even though both ends of the system test fine individually.
Firmware or software out of date on IP-based equipment
Like any networked device, IP intercom panels and apps receive occasional software updates, and skipping these for a long period can eventually cause compatibility issues that show up as dropped audio, poor picture quality or call routing glitches.
When to Stop and Call an Engineer
Keeping it from coming back
Keep the resident directory updated whenever someone moves in or out, check outdoor panel seals periodically for weather damage, and make sure router and firmware updates are not being missed for long periods.
